Inside the actual world scenario, new non-state actors
emerge, highlighting terrorist organization, rebel groups and transnational
criminal organization, representing enough power to bring government
instability. These actors are associating in order to act jointly, representing
a new threat to International Security. Continents where some countries have
social-economic differences and sociopolitical instability, as South America,
represent an environment prone to development of such kind of organization.
This entails special surveillance over these groups by Brazilian government
avoiding their infiltration and growing at our territory and their proximity to
national criminal organizations. This work is focused on conducting an
objective analysis of a national criminal organization, named Comando Vermelho,
inside the South-American scenario regarding its connections with transnational
criminal networks and terrorist organizations. A research about Comando
Vermelho´s genesis, inside the correctional facility Instituto Penal Cândido
Mendes, is also conducted in order to identify ideology influences over the
organization. Through the study of concepts and definitions about Terrorism,
historical facts of terrorism on the continent, role of international
organizations addressing the issue, and Brazilian legislation in this arena,
the researcher will identify in which way Brazil is dealing with this threat.
The acts of organized crime will be analyzed, presenting their main activities
in the continental scenario in order to identify events on transnational
networks and convergence with terrorism. From birthing chronology and consolidation
of Comando Vermelho on Rio de Janeiro´s scenario, and interviews with
specialists on the subject, the author will identify the organization´s
operational cycle, which will used, among other research approaches, to present
the role of intelligence in the combat of organized crime.
